The DEQ comment period for this proposed new Air Contaminant Discharge Permit ends March 27, 2007. The facility will be located in Banks, Oregon and will operate a wood pellet manufacturing facility on the Banks Lumber Mill property. The proposed permit would place no limit on carbon dioxide, a key global greenhouse gas. In addition, the permit would explicitly increase carbon monoxide limit by 99 tons per year. Carbon monoxide is oxidized in the atmosphere forming carbon dioxide. The permit would also allow 39 tons per year of sulfur dioxide, an acid rain forming gas.
