The DEQ comment period for this proposed renewal of an Air Quality Permit ends February 28, 2007. The facility is located in Portland, Oregon operating an asphalt blowing plant that produces various grades of asphalt and asphaltic mixture for paving; residential and commercial roofing; and for industrial use. The proposed permit would place no limit on carbon dioxide, a key global greenhouse gas. In addition, the permit would allow and explicitly increase an acid rain forming gas, hydrogen sulfide (H2S), to emissions of 9 tons per year. Hydrogen sulfide is oxidized in the atmosphere and forms sulphurous acid, which falls to earth when it rains.
